Meet the Board

Caroline took on the role of Chair of Raven Housing Trust in September 2016.

Caroline also chairs Sussex Partnership NHS Foundation Trust which provides mental health services across the South East. She is also chair of Livability, a charity which helps people with a wide range of disabilities, including providing education and long term care and living options. She was Chief Executive of the Royal Blind Society. In all these roles she is passionate about promoting community engagement and life chances for all, including the most disadvantaged people in our society.

Caroline is a qualified solicitor and experienced corporate lawyer, specialising in private company mergers, acquisitions and restructuring. Caroline was a partner at both Thomas Eggar LLP (now part of Irwin Mitchell) and ASB-Law for many years prior to her move into leadership in broader civil society.

On a personal level she is married to Andrew, has two adult children and a cheeky little dog who requires a lot of walks! She is actively involved in her local community and a committed member of her local church. As a keen gardener she also tries to find time to grow her own veg.

Bryan is a chartered accountant. Bryan brings considerable expertise in public and third sector risk management, strategic finance and corporate governance, having worked as a director in public sector audit for many years at the National Audit Office. In addition to his role with Raven, Bryan has a number of non-executive and independent roles. These include Board level roles with NHS bodies, another Housing Association and a provider of digital services for education. He is also a non-executive Audit Committee member at the Department for Business, Energy and Industrial Strategy, and a member of the Surrey County Council Independent Remuneration Panel.

Paul Edwards is the Director responsible for three of LGP’s sector specialist funds, the Industrial Property Investment Fund, Arlington Business Parks and The English Cities Fund.

Paul’s wider responsibilities include oversight of the property management and insurance of the LGP investment portfolios. He is a member of the Investment Committee with responsibility for approval of investment transactions for all LGP funds. Paul is chair of the Association of Real Estate Funds Corporate Governance Committee. He oversees the current and future corporate governance framework of LGP’s unlisted property fund structures. Paul joined Legal & General Property Limited in 1990 as a Graduate Surveyor.

Paul became a Fund Manager in 1997 and assumed responsibility for the Industrial Property Investment Fund at that time. He was promoted to Associate Director in 2006 and Director of LGP in July 2008. Paul is a Member of the Royal Institution of Chartered Surveyors (MRICS) and holds an honours degree in Estate Management from Kingston University.

Skills area: Property Fund and Asset Management, Investment and development of industrial property.

John, who lives in central Redhill, has been a resident of Raven since 2004 and has been a member of the Raven Resident’s Federation for the last two years. He has worked in Finance for local NHS Trusts and currently works for Surrey County Council in Adult Social Care Finance in Reigate.

John wanted to be involved with the Raven Board to continue making a contribution and to make sure the link between residents and Raven is maintained, strengthened and developed for the best interests of all.

A senior sector leader, David has worked at Board and Executive Strategic level in the Housing sector for over 25 years.

David is now semi-retired but he has held senior Executive roles at L&Q and Hyde Housing Group with a focus on Development and Growth. He is a passionate advocate for providing Housing for people that cannot access the private market.

David is a non Executive Director of Homes for Lambeth sitting as a Board Director of Homes for Lambeth (Build & Living Ltd). He has also been recently appointed as an advisor to the Man Group.

David’s experience is multi-faceted spanning the private, public and voluntary sectors across all business disciplines with a particular focus on commercial asset management, growth and estate regeneration. He is also a Justice of the Peace and Court Chairman sitting in the Newham Court area.

Dawn has over 20 years experience as a financial services executive, predominantly with The Woolwich and Barclays Bank plc, where she was the Managing Director of a subsidiary financial advisory company. Here she led all of the major commercial business functions including operations, sales, marketing, business and product development and HR, with particular responsibility for regulatory training and development.

She is now an established Non-Executive Director with over 10 years experience working on cross sector Boards and Board Committees. Her portfolio has spanned Central Government, Non-Departmental Public Bodies, Agencies, Charities, and commercial companies which support the public sector. Currently she serves on the Boards of Frimley Health NHS Foundation Trust, the Northern Ireland Office and Trinity House as both a Non-Executive Director and Chair of the Audit Committee.

Skills area: Board level expertise in Business Management, Operational and Performance Management, Governance, Audit, Assurance and Risk Management.

Phil is an experienced social purpose CEO and blue chip finance director with 24 years’ diverse experience in Government and Charity owned organisations and blue chip companies in the UK, Russia, France and the Far East. Phil is CEO of StepChange, the UKs largest debt counseling charity.  A Chartered Accountant, qualified treasurer and Chartered Marketer, Phil is also Chair of the Breck Foundation, a Caterham based on-line grooming awareness and education charity, training emergency services to spot signs of inappropriate on-line behaviour.  Over the last 10 years Phil has specialised in environments where social good is the objective but the commercial environment requires extreme efficiency.

Jonathan joined Raven in August 2010. Jonathan worked for two house builders before joining Gloucestershire Housing Association as Development Director.  He has been Chief Executive of Gloucestershire HA, and Oxford Citizens HA, and prior to joining Raven was Managing Director at Home Group.  He has been vice chair of Placeshapers, a national network of over 100 housing associations and is a member of the National Housing Federation’s South East Standing Board.  He has been a non-executive Director of two housing associations, an ALMO, and a variety of regeneration vehicles, which is where his passion lies.  Jonathan has a degree in Geography, a degree in Town Planning, and an MBA.

Mark joined Raven in January 2019. He has worked across the public sector in Surrey and Hampshire including finance roles with local government (education, children’s services and adult social care), policing and health. Before joining Raven he was Director of Finance for Sussex Police from 2010 and Director of Finance within Surrey and Sussex Heatlhcare Commissioning from 2016, both roles included responsibility for IT,Procurement and Estates. Mark is a qualified accountant and member of the Chartered Institute of Public Finance and Accountancy.

Heather is a housing professional and a values driven leader with a fundamental belief that a genuinely affordable home is the foundation on which people build their lives and contribute to thriving communities.

She has over 35 years of experience of working for housing and third sector organisations both as an Executive and Non Executive.  Her experience spans many housing and community related services and customer groups.  Heather is currently the Chief Operating Officer at Sovereign, a large housing association that manages 58,000 homes and invests in communities across the across the south of England.  With a passion for creating a great customer experience and being a strong advocate for engaging customers Heather is leading Sovereign’s business transformation of services. Non Executive experience spans roles with Housing Associations, third sector organisations and trade bodies.

Andrew brings extensive operational, strategic and financial expertise to Raven from both the housing sector and from a range of other industries.  For the past three years, Andrew has been the Managing Director of Antler Homes, a privately owned housebuilder based in Surrey.  Andrew jointly led the acquisition of Antler Homes by a new investor group.  Prior to this role, he was Director of Strategy and Corporate Development at Taylor Wimpey Plc, where he spent eight years and a Director at Bank of America Merrill Lynch in the Mergers and Acquisitions team where he spent ten years in London and New York.

Andrew trained and qualified as a Chartered Accountant and has an MBA from Columbia Business School.

Robert has over 25 years’ experience in real estate, both in the UK and international markets. After qualifying and working as a solicitor in Australia, he relocated to the UK in 1998, working as a real estate lawyer at Clifford Chance and Allen & Overy for 8 years, before moving into private equity, where he raised funds and invested in pan-European and emerging markets. In 2010, Robert co-founded a real-estate asset management business, Resolute Asset Management, which operates across the EU and Middle East. Robert now heads Resolute’s dedicated UK housing brand, RESAM Consulting, which provides strategic consulting and portfolio solutions to the sector.

Robert is a father to three teenage children, and looks forward to rediscovering several hobbies when they leave home.
