Introducing Social Tenant Access to Information Requirements (STAIRs)

New rights to access information about your home and housing service

From October 2026, a new regulation called the Social Tenant Access to Information Requirements, better known as STAIRs, has been introduced. It gives tenants greater access to information about how their housing provider operates and manages their social housing. This regulation also applies to shared owners where service charges are paid.

STAIRs has been introduced to further improve transparency and accountability, making it easier for you to understand how services are delivered and how we manage our homes and services.

To meet the regulatory requirements, we’ve created a web page www.ravenht.org.uk/STAIRs where we’ve published more information about Raven and the services we provide.

This includes links to information such as:

  • how we’re governed and make decisions
  • how we spend money
  • our performance
  • the services we provide to customers

The second stage of STAIRs will begin on 1 April 2027. From April, tenants and shared owners who pay service charges, or their representatives, will have the right to request additional, relevant information about how we manage homes and services. We will then respond to this request within regulatory timescales. We’ll share more information about this nearer the time.
